If the image contains images of two different licenses, then different parts of the image are released under different licenses. For example, a screenshot of a web page in Firefox would be released under three licenses:
- The web page is copyrighted by the website owner, so that would be used as Fair Use
- The Firefox software (other than artwork) is released under the GPL, so that part of the image would be released under the GPL
- The Firefox artwork is copyrighted by the Mozilla Foundation
